The New Jersey Cannabis Regulatory Commission (CRC) is the primary authority responsible for licensing, regulating, and overseeing both medical and adult-use cannabis operations in New Jersey. This includes all aspects of cannabis operations such as cultivation, manufacturing, distribution, retail, delivery, testing and compliance.

Cannabis business license costs in New Jersey vary by license type and business size.

For cannabis consumption area endorsements, the total application fee is $1,000, with $200 due at submission and $800 upon approval. The annual licensing fee is $1,000 for microbusinesses and $5,000 for standard businesses. 

The application process depends on the license class and business type. Conditional licenses are available for applicants who don’t yet have a site secured, while annual licenses require full operational details up front. All applications are submitted online through the CRC portal.

Municipal approval is a key requirement, and each city or town may have its own local process. Priority is given to social equity applicants, microbusinesses, and diversely owned businesses.

Non-compliant cannabis businesses in New Jersey may face written warnings, monetary fines, license suspension, or full revocation. Penalties are based on the severity and frequency of the violation, with some fines reaching up to $50,000 per violation. The CRC may also require a corrective action plan or initiate a formal hearing process.
