Washington cannabis regulation history

Washington state was one of the first states in America to legalize adult-use cannabis. Medical cannabis use passed in the state in 1998.

Adult-use cannabis sales were then made legal in 2012. Washington is one of the country’s top states for cannabis sales, selling $1.25B worth of cannabis in the 2019 fiscal year. It’s also the highest taxed state in the legal cannabis industry with an excise tax of 37%.

Q: What types of commercial medical cannabis licenses are available in Washington state?

A: There are three types of commercial cannabis licenses available in Washington state: marijuana producer, processor, or retailer. There are also transportation licenses that are very limited in scope. One entity cannot hold all three license types, but they can hold a producer and processor simultaneously. A producer or processor cannot also be a retailer.

Q: Which state agency is in charge of cannabis licensing in Washington state?

A: The Washington State Liquor and Cannabis Board (WSLCB) is in charge of all cannabis licensing and regulation in the state. They are in charge of approving or denying applications and ensuring licensed businesses stay compliant.

Q: How much does a cannabis business license cost in Washington state? 

A: The application fee for all license types is $266 and the annual cost to renew a license is $1,062.

Q: How do I apply for a cannabis business license in Washington State? 

A: The state has closed the application process for new retail or producer licenses. Interested parties can purchase a license from an existing cannabis business. The same application process and fees will apply for the new license owner. 

All “true parties of interest” have to undergo extensive criminal and financial background checks for licensing approval. Applicants must be Washington state residents for at least 6 months prior to applying and remain a resident for the life of their ownership.
